A significant contribution to financial management and/or comptrollership can be made in a number of ways. A significant contribution may be helping an agency develop a corporate risk profile; implementing a new policy; or establishing a government-wide initiative, to name a few examples.

There are two award categories for the Award of Excellence for Comptrollership in the Public Sector:

  1. Innovation
  2. Financial Leadership (CFO)

In addition, consideration forms may be submitted for the:

Award of Excellence for Comptrollership in the Public Sector
1. Innovation

Any person within the Government of Canada, as well as the general public, is eligible to make a nomination. Self-nominations are also accepted.

Qualities:
The nominee should exhibit one or more of these qualities:

  • Demonstrated innovative thinking and/or exemplary delivery of financial management and/or comptrollership services that leads to higher productivity.
  • Developed “best practices” in financial management and/or comptrollership services that have been shared within the Government of Canada and/or other public sector entities.
  • Created “thought leadership” material in the area of financial management and/or comptrollership services.

Scope of Achievement:
An emphasis will be placed on the scope of the achievement/initiative and how the initiative’s strategy incorporated sound financial management and comptrollership. For example, is it confined to one department or has it been applied across several?

Magnitude of Achievement:
An emphasis will be placed on the magnitude/extent of the achievement. For example, did it result in savings? Did it increase revenues and/or efficiencies? Was the initiative scalable?

Eligibility
To be eligible for the innovation award, the nominee must be:

  • A federal public servant or team working in a government department or agency, including Crown corporations.
  • A retired federal public servant, who worked in a government department and/or agency, including Crown corporations, provided they retired less than one year prior to the deadline for receiving nominations.

NOTE: Elected officials and Order-in-Council appointees are not eligible.


Award of Excellence for Comptrollership in the Public Sector
2. Financial Leadership (CFO)

Any person within the Government of Canada, as well as the general public, is eligible to make a nomination. Self-nominations are not accepted.

Qualities:
The nominee should exhibit excellence and/or leadership in the areas of strategy, management and accounting.

Nominees will be evaluated based on their level of competence in all of these areas as detailed in the application form:

  • strategic management
  • risk management and governance
  • performance management
  • performance measurement
  • financial management
  • financial reporting
  • problem solving and decision making
  • leadership and group dynamics
  • professionalism and ethical behaviour
  • communication

Eligibility

To be eligible for the Financial Leadership (CFO) award, the nominee must be:

  • A federal public servant in the role of Chief Financial Officer working in a government department or agency, including Crown corporations.

In addition, a letter of reference is required from the deputy minister or head of the agency/department.


CMA-CIPFA Lifetime Achievement Award

The CMA-CIPFA Lifetime Achievement Award is given to individuals who have made an outstanding contribution to financial management and/or comptrollership throughout their career. The award recognizes the contribution federal public sector employees make to the Government of Canada and the financial management profession as a whole.

The award is given at the discretion of the selection committee for the Award of Excellence for Comptrollership in the Public Sector. It may not be awarded annually and is not primarily dependent on consideration forms.
